Job Description:
Upon Award of this contract, Mountain Top Helicopters, Inc. (MTH) will be hiring 28 Key personnel in addition to other personnel that will be required to fulfill the contract set forth by the US Marine Corps. This contract establishes Marine Corps Egress Training from a Submerged Aircraft or Submerged Vehicle. This contract will be fulfilled at 4 Marine Corps Bases throughout the world. These Bases include:
Camp Lejeune, North Carolina
Camp Pendleton, California
Marine Corps Base, Kaneohe Bay, Hawaii
Camp Hansen, Okinawa Japan

This section identifies the qualification required by contracted personnel conducting IPHABD/SEA MKII and Egress training for the United States Marine Corps.
Supervising Instructor required training and qualifications / certifications:
A) Be certified and qualified in two-person Cardiopulmonary Resuscitation (CPR) and Automated External Defibrillator (AED) from either the American Red Cross or American Heart Association.
B) Be a certified Rescue Diver (PADI or other equivalent certification).
C) Demonstrate training, qualifications and/or certifications for instruction of Surface Water Survival.
D) Demonstrate training, qualifications and/or certifications for dunker instruction for underwater egress training.
E) Have a minimum of 2 years experience in dunker operations for passengers or equivalent system.
F) Demonstrate training, qualifications and/or certifications in the following areas:
I) Identification of compressed air injuries.
II) O2 administration for diving injuries.
III) Neurological examinations.
IV) First Responder.
V) High Pressure Air Compressor operations.
VI) IPHABD and SEA MKII repair and maintenance.
Primary Instructor required training and qualifications / certifications:
A) Be certified and qualified in two-person Cardiopulmonary Resuscitation (CPR) and Automated External Defibrillator (AED) from either the American Red Cross or American Heart Association.
B) Be a certified Rescue Diver (PADI or other equivalent certification).
C) Demonstrate training, qualifications and/or certifications for instruction of Surface Water Survival.
D) Demonstrate training, qualifications and/or certifications for dunker instruction for underwater egress training.
E) Have a minimum of 1 year experience in dunker operations for passengers or equivalent system.
F) Demonstrate training, qualifications and/or certifications in the following areas:
I) Identification of compressed air injuries.
II) O2 administration for diving injuries.
III) Neurological examinations.
IV) First Responder.
V) High Pressure Air Compressor operations.
VI) IPHABD and SEA MKII repair and maintenance.
Assistant/Secondary Instructor required training and qualifications / certifications:
A) Be certified and qualified in two-person Cardiopulmonary Resuscitation (CPR) and Automated External Defibrillator (AED) from either the American Red Cross or American Heart Association.
B) Be a certified Rescue Diver (PADI or other equivalent certification).
C) Demonstrate training, qualifications and/or certifications for instruction of Surface Water Survival.
D) Demonstrate training, qualifications and/or certifications for dunker instruction for underwater egress training.
E) Have a minimum of 6 months experience in dunker operations for passengers or equivalent system.
F) Demonstrate training, qualifications and/or certifications in the following areas:
I) Identification of compressed air injuries.
II) O2 administration for diving injuries.
III) Neurological examinations.
IV) First Responder.
V) High Pressure Air Compressor operations.
VI) IPHABD and SEA repair and maintenance.
Safety Instructor required training and qualifications / certifications:
A) Be certified and qualified in two-person Cardiopulmonary Resuscitation (CPR) and Automated External Defibrillator (AED) from either the American Red Cross or American Heart Association.
B) Be a certified Rescue Diver (PADI or other equivalent certification).
C) Demonstrate training, qualifications and/or certifications for underwater egress training or technical safety diving.
D) Have a minimum of 3 months experience in dunker operations for passengers or equivalent system.
E) Demonstrate training, qualifications and/or certifications in the following areas:
I) Identification of compressed air injuries.
II) O2 administration for diving injuries.
III) Neurological examinations.
IV) First Responder.
V) High Pressure Air Compressor operations.
Medical Staff required training and qualifications and/or certifications (Medical staff position is not required to be a dedicated position as it can be a collateral duty for any of the key personnel):
A) Be certified and qualified in two-person Cardiopulmonary Resuscitation (CPR) and Automated External Defibrillator (AED) from either the American Red Cross or American Heart Association.
B) Demonstrate training, qualifications and/or certifications in the following areas:
I) Identification of compressed air injuries.
II) O2 administration for diving injuries.
III) Neurological examinations.
IV) First Responder.
C) Be trained and qualified and/or certified as a Nationally Registered Emergency Medical Technician. This person shall be the primary care giver during any mishap once the patient has been removed from the water and brought to the pool deck and until more qualified medical support arrives. This person is NOT responsible for transporting the patient to medical facilities.
Simulator Operator (dunker and lifting system operator):
A) Demonstrate experience plus any certifications and/or training for operation and inspections of overhead lifting devices approved for the lifting of personnel.
B) Demonstrate experience plus certifications and/or training for operation and operator level troubleshooting of the Allen Bradley PanelView Plus™ Operator Terminals.
C) Have a minimum of 6 months experience in dunker operations for passengers or equivalent system.
D) Be certified and qualified in two-person Cardiopulmonary Resuscitation (CPR) and Automated External Defibrillator (AED) from either the American Red Cross or American Heart Association.
E) Demonstrate training, qualifications and/or certifications in the following areas:
I) Identification of compressed air injuries.
II) O2 administration for diving injuries.
III) Neurological examinations.
IV) First Responder.
V) High Pressure Air Compressor operations.
VI) IPHABD and SEA MKII repair and maintenance.
Equipment Maintenance Technician (This position is not required to be a dedicated position as it can be a collateral duty for the simulator (dunker and lifting system) operator):
A) Demonstrate competency in providing all required maintenance per OEM manuals for the dunker brake systems, trolley assembly, seats, exit panels, and general subassemblies of the dunker.
B) Demonstrate competency in providing all required maintenance per OEM manuals for the lifting system components, to include, but not limited to, SEW MDX60 drives and gearboxes, Ingersoll-Rand air turbines, Allen Bradley Panel View Plus terminal control panel, hoist trolley assemblies and cables.
C) Demonstrate qualifications and/or certifications to troubleshoot, repair and maintain Allen Bradley PanelView Plus™ Operator Terminals.
D) Demonstrate training, qualifications and/or certifications in the following areas:
I) First Responder.
II) High Pressure Air Compressor operations.
III) IPHABD and SEA MKII repair and maintenance.
